Recognition of higher education acquired at foreign higher educational institutions: “Doctor”, “Doctor of Sciences”

6. WHAT WOULD BE THE FINAL RESULT OF THE PROCEDURE?

6.1. Issuance of Certificate for recognized educational and scientific degree “Doctor” or scientific degree “Doctor of Sciences”

The degree obtained abroad, corresponding to the educational and scientific degree "Doctor" or the scientific degree "Doctor of Sciences", is being certified by a diploma or other similar document, issued by an educational or scientific institution recognized by a competent national authority as part of the secular system of higher education and the research activities of the country concerned.

The recognition of the National Center for Information and Documentation is being certified by a certificate according to a model approved by the Executive Director of NACID, in which the following data are entered:

  • The name of the applicant, the unique civil number or personal number of a foreigner, date and place of birth, citizenship;
  • The recognized degree in the respective professional field according to the Classifier of the fields of higher education and the professional fields, approved by the Council of Ministers № 125 of 2002;
  • Name of the foreign higher education institution or scientific organization that had awarded the degree and the respective country of its seat.

After the issuance of NACID’s certificate for recognition of educational and scientific degree "Doctor" or scientific degree "Doctor of Sciences", the information is being transmitted ex officio for entry into the Register of academic staff and defended dissertations.

The certificate for recognition of the acquired educational and scientific degree "Doctor" or scientific degree "Doctor of Sciences" is valid only on the territory of the Republic of Bulgaria and does not provide its holder rights that she/he can use in his relations with third countries.

The certificate does not grant access to professions for the exercise of which there are special requirements set by law or other legislation.

The certificate has specific security features against counterfeiting.

6.2. Refusal to recognize educational and scientific degree “Doctor” or scientific degree “Doctor of Sciences”

Recognition of a degree obtained abroad, corresponding to the educational and scientific degree “Doctor” or scientific degree “Doctor of Science”, may be refused when substantial differences are found between the data from the submitted documents and the state requirements for obtaining the educational and scientific degree “Doctor” and the scientific degree “Doctor of Sciences” in the Republic of Bulgaria, as well as when it is:

  • submitted for recognition a document, that is not a diploma or other similar document for a scientific degree or is not issued by an educational or scientific institution recognized by a competent national authority as part of the secular system of higher education and research activities of the country concerned;
  • submitted for recognition a document, issued by an educational or scientific institution recognized by a competent national authority as part of the secular system of higher education and research activities of the country concerned, but awarded without the defense of a dissertation, in case the award of the scientific degree requires such or does not correspond to the educational and scientific degree "Doctor" and/or the scientific degree "Doctor of Sciences";
  • presented diploma, issued by a foreign higher education institution or scientific organization recognized by a competent national authority of the respective country of origin as part of its system of higher education and research, but the training is conducted or the dissertation is defended in structures on the territory of another country, that have not been created or are not functioning in accordance with its legislation in the field of higher education and scientific research;
  • presented a document, certifying a scientific degree obtained abroad, for which after a verification, it is established that it had not been issued by the respective higher education institution or scientific organization.

The Negative recognition decision may be appealed in accordance with the Administrative Procedure Code.

The refusal to recognize the educational and scientific degree "Doctor" or the scientific degree "Doctor of Sciences" by NACID shall be publicly available in the "Register of refusals for academic recognition by NACID", as of the date of pronouncement.

6.4. Termination of the procedure

The procedure for recognition of higher education at NACID is terminated:

  • at the written request of the applicant or the person authorized by him/her;
  • when the required documents listed in item 2 and item 3 of section 4. What documents should I submit are not attached to the application and they are not submitted within seven days from the date of notification;
  • in the presence of deficiencies in the application and/or in the documents attached to it other than those mentioned above and they have not been removed within seven days from the date of notification;
  • in the case of non-submission within two months of the requested additional documents.

When the application is submitted electronically, the applicant is notified with an electronically generated message.

The procedure is terminated by order of the executive director of NACID or an official authorized by her.

6.3. Stop the procedure

The administrative procedure for recognition of higher education at NACID is stopped in cases where the required documents listed in item 2 and item 3 of section 4. What documents should I submit are not attached to the application.
