3.1. My diploma does not need legalization and certification - it was issued in a country under the Lisbon Convention, a member state of the European Union, Iceland, Liechtenstein, Norway or Switzerland

The diploma and other documents related to recognition must be accompanied by a translation into Bulgarian.

The document certifying the change in the name of the applicant under item 4 of the application, submitted in a foreign language, must be accompanied by a translation into Bulgarian.

3.2. My diploma was issued in a country outside category 3.1 that has signed the Hague Convention (the so-called APOSTILLE)

The documents (the diploma for a scientific degree and other documents related to recognition) must be accompanied by a translation into Bulgarian and certified with an apostille in the country in which they were issued. Other certifications from authorities of this country are not required.

3.3. My diploma was issued in a country that is not in any of the above categories (legalization under the general rules)

The diploma and other documents related to recognition must be accompanied by a translation into Bulgarian.

In this case, the documents are certified (legalized) according to the general procedure.

The general procedure for legalization in different countries may be different depending on the structure of the official authorities by location.

In general, the sequence of certification is as follows:

The diploma and the other documents related to the recognition are certified by the ministry, agency or body responsible for higher education and research activities in the respective country (certification of the signature and official capacity of the rector who signed the diploma).
Certification by the Consular Department of the Ministry of Foreign Affairs of the issuing country (certification of the signature and official quality of the previous authority).
The stamp of the Ministry of Foreign Affairs of the foreign country should be authenticated/legalized by the Bulgarian diplomatic or consular representation in that country (verification of the signature and official capacity of the previous authority).

When there is no Bulgarian embassy/consulate in the issuing country, the stamp of the Ministry of Foreign Affairs is authenticated/legalized by the embassy of that country in Bulgaria. The signature and certifications of the Consular Office of the Embassy must be certified by the Bulgarian Ministry of Foreign Affairs.

All issues related to the translation of documents and / or certification of the translation, are within the competence of the Ministry of Foreign Affairs of the Republic of Bulgaria (MFA of the Republic of Bulgaria).
