Vocational Recognition Procedure

Each citizen acquired professional qualification in the Republic of Bulgaria is entitled to apply for issuance of a certificate of professional qualification required for access to or for pursuit of regulated profession on the territory of another country.

Required documents

The competent authorities of the regulated professions in Bulgaria have the right to require the following documents for the purposes of recognition:

  • a duly completed application (as long as there is a form) together with a structured CV (filled in information about educational and professional experience)
  • copy of identity document
  • a certified copy of marriage certificate (all relevant documents relating to later change of the applicant’s name, if in the diploma name differs from name on application)
  • a certified copy of evidence of formal qualifications - diploma, certificate or other documents
  • certified copies of certificates and proof of professional experience or additional training (evidence which are not part of the ones of formal qualifications)
  • a document for duration, scope and content of education, to help the relevant authorities to consider whether there are significant differences (if training institution can not provide data for the training programme, the applicant may submit a statement containing a list of completed modules/courses)
  • if needed: a certificate of suitableness regarding health, not older than 3 months
  • a clean certificate file issued by relevant authorities of the applicant's state, which is not older than 3 months
  • if needed: proof of applicant’s financial status
  • if needed a proof of insurance made in connection with the exercise of professional activity
  • a payment proof the administrative fee (fee-mark on the application) if it exists.
 

Licensed or certified translations may be required for essential documents (diploma, certificate, identity card), the applicant must be informed by the relevant authorities where to obtain them. Other documents different than mentioned above should be considered uncertified or unlicensed translation, as the traditional procedure of attestation "apostille" is no longer acceptable.

Certificates

The competent body shall pronounce a decision "for" or "against" recognition of the qualification within 3 months for automatic recognition or 4 months in recognition of the common system after the completion of all requirements and conditions. All decisions must be justified.

RECOGNITION of professional qualifications

The body makes its decision on recognition of professional qualifications by recognizing the authority or officer authorized by him shall issue a recognition certificate.

REFUSAL OF RECOGNITION of professional qualifications

If the competent authority refuses recognition, the applicant shall be notified for its right to appeal the procedure to be followed and the deadlines for appeal.
