Legislative framework

In order to facilitate the professional mobility of nationals of Member States Directive 2005/36/EC is implemented at EU level.

In connection with the EU accession of Bulgaria and Romania Directive 2006/100/EC has been introduced on the adapting of certain directives on free movement of persons.

Since 2011 NACID issues certificates of acquired professional qualification required for access or for pursuit of regulated profession in another country under the Ordinance on the terms and conditions for issuance of certificates of acquired professional qualification acquired on the territory of the Republic of Bulgaria required for access to or for pursuit of regulated profession in another Member State.

Directive 2005/36/EC, consolidated version

The European Parliament and the EU Council adopted a new directive on the recognition of professional qualifications (2005/36/EC).

Ordinance on the terms and conditions for issuance of certificates (in bulgarian)

The ordinance specifies the terms and conditions for issuance of certificates of acquired professional qualification acquired on the territory of the Republic of Bulgaria required for access to or for pursuit of regulated profession in another Member State.
